Kubernetes: cluster autoscaler support

Node pools have a fixed size. Please support the cluster autoscaler so pools grow and shrink with pending pods.

Please make sure it can scale a pool down to zero, we have GPU pools that are idle most of the day.

  Scale to zero will be supported for any pool except the one running system pods.

Any ETA? We are running a cron job that resizes pools and it is fragile.

  It is in beta testing now. We expect to open it to everyone within a few weeks.
